Incumbent serves as Director for the St Joseph County Domestic Relations Counseling Bureau (DRCB); overseeing the day-to-day operations of the department, supporting and guiding the staff, coordinating with community partners, and ensuring families receive the services they need during difficult times.

Responsibilities

Department operations include child custody evaluations, mediation, case management, court testimony, and other services pertaining to family issues.

Managing staff, assigning cases, maintaining quality control, employee timekeeping, and supporting staff development and well-being. Conduct regular staff meetings to address policy, procedure, and workflow. Track and ensure staff receive training and certifications.

Implement department goals and policies, manage budgets and grants, analyze community needs and report on program outcomes.

Conduct family mediation and custody evaluations, including forensic interviews to develop information regarding parental responsibilities related to appropriate child custody recommendations in accordance with state statutes. Interpret, explain, and apply a variety of codes, statutes, policies, rules, procedures, instructions, and regulations related to court function and courtroom proceedings.

Prepare detailed reports and ensure compliance with safety standards and relevant regulations including OSHA standards and Title VI Discrimination.

Collaborate with other agencies, respond to client and community inquiries, and serve as a resource to the courts.

Preform a wide range of complex duties which are frequently unique in the circumstance and are not susceptible to standard guidelines or rules.

 

Qualifications

Possession of required training and certifications including but not limited to: Indiana State Mediation certification, Guardian ad Litem certification, training in Parenting Coordination, AFCC Evaluation, Forensic Evaluation, and membership in Indiana Mediation Registry.

Comply with all employer and department policies including attendance, safety, drug-free workplace, and personal conduct.

Strong knowledge of family law, child development, custody evaluation, mediation, and the impact of divorce/separation.

Skilled in conducting forensic interviews and applying ethical standards in counseling and social work.

Experience in program management, policy implementation, budgeting, grant writing, and staff supervision.

Proficient in office technology, court case management systems, and Microsoft Office Suite.

Strong written and verbal communication skills with the ability to interact professionally with diverse populations under stressful conditions.

Able to maintain confidentiality, handle sensitive situations, and manage multiple tasks independently and under pressure.

Demonstrate ability to lead teams, develop staff, and collaborate with courts, agencies, and the public.

Education/Experience

Master’s degree in social work, psychology, counseling or closely related field is strongly preferred.

Five years of experience in leadership/supervisory position with a preferred focus on delivery of services to children or families in a court setting, a social service agency, legal services or related field.

Two years of experience, training, or certification in dispute resolution.

Fluency in multiple languages preferred.

Public speaking and courtroom testimony experience preferred.

Minium age of 21 required.

Possession of current, valid driver’s license required.

Physical Requirements

Ability to perform duties in a standard office environment, working at a desk, working on a computer, lift/carry less than 25lbs.

Ability to perform duties in a courtroom, close/far vision, speaking/hearing clearly.

Ability to perform duties in client homes, exposure to dirt, fumes, odors, loud noises, confined areas, and disturbing situations.

Exposure to violent or irate individuals and respond to situations involving potential harm to self and others.

Must follow safety precautions at all times, including wearing protective clothing and equipment.

Regularly required to work extended hours and occasionally required to work evenings, weekends, travel, and respond to off-duty emergencies.
