Incumbent serves as Director Human Capital for St. Joseph County Human Capital Department, responsible for overseeing human capital and financial operations for the County.

Responsibilities
Supervise and direct assigned staff, including analyzing workload and Human Capital needs, review position documentation, interviewing and making hiring decisions, planning and delegating work assignments, determining significant changes in responsibilities, reviewing salaries of assigned staff, recommending personnel actions, keeping the supervisor and assigned staff informed of organization developments, maintaining discipline and recommending corrective action, and communicating and administering personnel programs.
Oversee and manage the financial operations and day-to-day activities related to County finances and department budgets.
Ensures County compliance with various federal and state employment laws, including but not limited to Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and the Fair Labor Standards Act (FLSA).
Develops, implements, and coordinates personnel policies and procedures to ensure compliance with various state and federal employment laws, rules, and regulations.
Conduct consultations with employees to resolve issues, conflicts, and disputes in the workplace.
Develops employee relations through effective communications of policies and procedures to maintain a safe and healthy work environment free from discrimination and harassment.
Assists in developing a competitive compensation and employee benefits package, including negotiating contracts.
Prepares various financial statements and reports as required. Attend meetings, training, and conferences as required.
Testify in legal proceedings or court as necessary.
Performs related duties as assigned.
Qualifications
Practical knowledge of standard accounting practices and procedures and ability to oversee County and Department financial operations, administer the County financial system, and maintain accurate financial records.
Practical knowledge of County finances and budget administration and ability to prepare and oversee County and Department budgets and implement County and Department financial policies.
Practical knowledge of applicable local, state, and federal laws and regulations regarding equal employment practices and procedures with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Ability to effectively communicate orally and in writing with co-workers, other County departments, County employees, attorneys, insurance agencies, County Commissioners, consultants, vendors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to, or maintain confidentiality of, Department information and records according to state requirements.

Education/Experience
Baccalaureate degree in human resources or closely related field, or equivalent combination of education and previous work experience.
